The Second Continental Congress was held on May 10, 1775, in Philadelphia, Pennsylvania. Delegates from twelve of the Thirteen Colonies were present, with Georgia initially not sending delegates to the congress. By the time the Second Continental Congress met the American Revolutionary War had already started with the Battles of Lexington and Concord. Much of the congress discussion related to managing the war effort and moving further towards independence by writing the Declaration of Independence. Adoption of the Declaration of Independence would occur later on July 4, 1776. The congress began acting as a national government of what later became the United States of America.
